I am going to take an educated guess that the person who wrote that isn't a scientist either. He is preening that he believes the right scientists, and thus should be numbered among the elite.
My impression of the guy who wrote that is he's run into one too many Hal Lindsay/Left Behind fanboys.

One of the things our founding fathers had faith in when they put our republic in place was the wisdom of the common man. "No, I may not be able to play magic with billions of dollars on Wall Street, but I can balance my checkbook."
It looks like the author of the comment to which you refer has the opposite point of view, no one except "the experts" have the capability to understand the complexities of the world around us and thus the common man should be discounted.
Kind of reminds me of the old fable of "The Emporer's New Clothes." Everyone was so concerned of being labeled as ignorant, that they allowed their pride to supress their own good sense, and it took a young child to reveal the truth.
By the way, my checkbook is balanced, and Wall Street, with all its financial experts and wizards is up to its nose in water.
